Watters played a clip from the Department of the Interior allegedly showing suspected vandals dipping their hands into the pool, claiming Democrats 'want it broke and murky' and branded them 'party poopers.'
He then asked Grammer, 'why can't we have nice things?'
While Grammer, who is famously a lifelong conservative Republican, did not comment on whether he believed the people were vandals, he responded 'Well, we can, and most Americans understand that we can, and should.

'There is a virus that has infected a very small number of people, I think, who just want to tear things down. They've been consumed by hatred.
'Of course, hatred ends up basically destroying you. They're welcome to it. I pray for them. I pray for everyone to find decent sentiment in their hearts about this country and about the people who run it these days and about those who love it, because it's worth loving.'

After Watters claimed that tourists visiting the United States for the World Cup respected the country more than Americans do, Grammer said, 'It's great that we're given this chance to see it in the eyes of so many of our European fellows and South American fellows. This whole idea about many, we are one, it is one of the greatest things in the world.
'It's by definition a diverse nation, but we have a unifying concept that everybody's worth reaching for the moon. And America will help you do it.'
Trump has claimed that vandals used a knife or blade to make a 250-foot gash in the surface and poured destructive chemicals into the water.
A chain link fence was erected on Tuesday around the Reflecting Pool after another person was taken away in cuffs from the memorial.

The fence went up after a number of arrests made in connection with the pool.
The president said on Tuesday morning that six arrests had already been made and that several had been cited for vandalizing the memorial.

The threat came after a bruising weekend for the project, which was meant to give one of Washington's most recognizable landmarks a fresh look ahead of the country's 250th anniversary celebrations on July 4.
Trump had ordered contractors to drain the pool and coat its surface in blue, saying the color would better reflect the Washington Monument.
But the makeover quickly ran into visible problems.
Algae bloomed after the pool was refilled, turning sections of the water a murky green. The new blue surface then began to peel, leaving loose strips and patchy areas across the bottom.
Trump has repeatedly blamed the problems on vandals, claiming without publicly providing evidence that people had used a knife or blade to make a 250-foot gash in the surface and poured destructive chemicals into the water.
He said Sunday that repairs would begin after he inspected the pool.
'Work will begin immediately on fixing the seriously vandalized Reflecting Pool,' Trump wrote. 'I just inspected it, and could only say to myself, and those gathered around me, WOW, who would do such a thing?'
The Lincoln Memorial Reflecting Pool continues to show signs of an algae bloom on the National Mall. Trump said that another round of repairs to the iconic basin will begin right away
Grammer spoke last week about what his idea of conservatism leading to achieving the American dream means to him.
'If you come from a place of kindness and you come from a space of respect for others, all the other things will fall into place,' he said.
'If you understand you gotta balance a checkbook, you gotta pay your bills, you gotta pay your taxes, there's a whole world of stuff you have to maintain. That's your ticket to freedom. That's your ticket to the American dream. It's hard work.'
